|
The primary function of a wireless city should be a focus on dramatic improvement in the methods of interaction between government and citizens. It should also help to enhance security, facilitate more convenient transport and simplify various public services. At the same time, a wireless city should serve to improve many aspects of quality of life for its citizens , including channels for people to get in touch with the arts, making shopping more interesting etc.
Asia Pacific Telecom Group (APTG) together with the Taichung City Government is participating in the "Mobile Taiwan Application Promotional Plan" proposed by the Industrial Development Bureau of the Ministry of Economic Affairs. Apart from continuing existing implementation from 2003/2004, APTG was given the responsibility to actively build innovative applications of wireless technology that can offer more convenience for users and achieve continuity. With its main target of popularizing public wireless broadband applications, the plan is designed to drive Taichung City towards internationalization, by speeding up construction of a wireless broadband network in the city and promoting the concept of replacing traffic on the road with traffic on the net. Together with mobile phone and Internet phone services, the plan seeks to promote the development of the tourism, travel, consumer and wireless communication industries and to energize the regional economy while providing a more convenient, secure, real-time and personalized information system that will enrich users' life styles through the application of a wireless broadband network. A specific target for wireless broadband network coverage has been set aiming to serve at least 200,000 users in the city by its final stage.
The six durations of the plan to construct the "Wireless Broadband Mobile Taichung City Network" are each six months long. The project has been planned according to the development contract, and the application service items included are as follows:

Construct the VoIP equipments for Taichung City Government, municipal government offices and all Class 1 Units. By integrating various units, and combine the VoIP/VoWLAN Model application system building project, providing the nation around the island of VoIP network services gradually.

Traffic Control Application Services
Taichung City Police Bureau in order to shorten the processing time of traffic accident, and improve the quality of treatment, so they establish the system of traffic control application service. By using this system, policemen can inquiry and collection traffic accident statistics data completely.

Two-way SMS
The two-way SMS service emphasis on two side Users’ interaction by SMS. Users can inquiry some data or information about Taichung City by SMS, and the results also reply by SMS.

Portal to Mobile City Website

The portal of Mobile City Website has functions as follow: Plan Description, Apply Member, Coverage Area, Account for fee, and Roaming. At the same time, the city hall will also cooperated to the planning of WiMAX applications, with a view that M-Taichung can be a lead status in M-Taiwan Plan.

Integration of the existing items that were implemented in 2003/2004 and the continuation of these operations
Integration of the existing service items and Wireless equipment-WIFI AP, Portal of Mobile Taichung, Wireless access authentication and accounting mechanisms. WIFI AP integrated extension 356 to provide more access points, and building a convenient wireless internet environment for citizens in Taichung.

There are 11 Libraries in Taichung City now, and the libraries are located in broad region. Taichung City Cultural Affairs Bureau planning for combining the Library books information database by using this Book Loan System.

The plan is executed for combine travel information and other application service. Most important of all, the online platform is emphasized practicability and uniqueness, and final goal is providing personalization service and information for every tourist.

This is a new application service in the phase. This project will use Geographic Information Systems, Global Positioning System, Management Information System, Digital Imaging Technology and Wireless Mobile Communication Technology for improve the efficiency of policemen patrolling.
